中小企業數字化轉型的德國經驗借鑒

但(dan)是,目前我國(guo)的中小(xiao)企業(ye)(ye)大多數(shu)處于工業(ye)(ye)2.0階段(duan),小(xiao)部(bu)分(fen)處于工業(ye)(ye)3.0階段(duan),自動化(hua)(hua)(hua)、信息(xi)化(hua)(hua)(hua)、數(shu)字(zi)(zi)化(hua)(hua)(hua)并存,數(shu)字(zi)(zi)化(hua)(hua)(hua)轉型(xing)能(neng)力(li)、轉型(xing)基礎均(jun)較弱。接(jie)近(jin)80%的中小(xiao)企業(ye)(ye)數(shu)字(zi)(zi)化(hua)(hua)(hua)處于低水平(ping)的初步探索階段(duan),資金問題、技術(shu)問題、人才(cai)問題的三(san)座大山依然是制(zhi)約我國(guo)中小(xiao)企業(ye)(ye)數(shu)字(zi)(zi)化(hua)(hua)(hua)轉型(xing)進程的重要因素。

三、借鑒德國經驗全面推進我國中小企業數字化轉型

推(tui)(tui)動中小企(qi)業數(shu)字(zi)化(hua)轉(zhuan)型(xing)(xing)升級(ji)是激活企(qi)業內生動力(li)、實(shi)現高層次高端化(hua)發(fa)展(zhan)、構建(jian)我國新發(fa)展(zhan)格局的有力(li)支(zhi)撐。基于德國推(tui)(tui)動中小企(qi)業數(shu)字(zi)化(hua)轉(zhuan)型(xing)(xing)經驗及我國基本情況分析,圍繞(rao)頂層戰略,推(tui)(tui)動數(shu)字(zi)化(hua)轉(zhuan)型(xing)(xing)促進中心等公共服務平臺建(jian)設,加大資金支(zhi)持力(li)度,著(zhu)力(li)解決轉(zhuan)型(xing)(xing)瓶頸(jing),構建(jian)賦能網(wang)絡,銜接(jie)轉(zhuan)型(xing)(xing)資源(yuan),培育(yu)轉(zhuan)型(xing)(xing)生態,是推(tui)(tui)動我國中小企(qi)業數(shu)字(zi)化(hua)轉(zhuan)型(xing)(xing)進程的必由之(zhi)路。

(一)強化政府引導,構筑精準發力的頂層戰略

參照德國經驗,充分(fen)發揮政(zheng)府引(yin)導作用(yong),強化頂(ding)層設(she)計(ji),通過系統政(zheng)策(ce)設(she)計(ji)指引(yin)轉型(xing)方(fang)(fang)向。一是(shi)在(zai)體制機制方(fang)(fang)面,可吸(xi)納相關企業、科研院所(suo)及(ji)協會,推動(dong)完善(shan)我國中小企業數字化轉型(xing)高質量發展的(de)頂(ding)層設(she)計(ji),包(bao)括(kuo)轉型(xing)基本方(fang)(fang)法、路(lu)徑及(ji)應用(yong)場景、重點(dian)標(biao)準方(fang)(fang)向等。二是(shi)在(zai)產業政(zheng)策(ce)制定(ding)時(shi),既(ji)要(yao)注重中央與地方(fang)(fang)產業政(zheng)策(ce)的(de)縱向貫通,也(ye)要(yao)注重不同(tong)部門間政(zheng)策(ce)的(de)橫(heng)向銜接,有效凝(ning)聚各(ge)地區各(ge)部門共識、有效促進相關資源要(yao)素高效配置(zhi)。

積極整合(he)政(zheng)(zheng)(zheng)(zheng)府各(ge)部門(men)支持中(zhong)小(xiao)(xiao)(xiao)企(qi)業(ye)數(shu)(shu)字(zi)化(hua)(hua)(hua)的政(zheng)(zheng)(zheng)(zheng)策性資(zi)金(jin)(jin),帶動社會資(zi)本加(jia)大對中(zhong)小(xiao)(xiao)(xiao)企(qi)業(ye)數(shu)(shu)字(zi)化(hua)(hua)(hua)的投入。一(yi)方(fang)面(mian)加(jia)大財政(zheng)(zheng)(zheng)(zheng)政(zheng)(zheng)(zheng)(zheng)策引導,設立(li)中(zhong)小(xiao)(xiao)(xiao)企(qi)業(ye)數(shu)(shu)字(zi)化(hua)(hua)(hua)專項(xiang)基金(jin)(jin)或專項(xiang)資(zi)金(jin)(jin),優(you)化(hua)(hua)(hua)相關稅收減(jian)免和(he)(he)扶(fu)持政(zheng)(zheng)(zheng)(zheng)策,引導更(geng)多(duo)金(jin)(jin)融機構(gou)、風險(xian)投資(zi)機構(gou)和(he)(he)社會資(zi)本參(can)與(yu)中(zhong)小(xiao)(xiao)(xiao)型(xing)制造(zao)企(qi)業(ye)數(shu)(shu)字(zi)化(hua)(hua)(hua)轉(zhuan)型(xing)。另一(yi)方(fang)面(mian)拓寬數(shu)(shu)字(zi)化(hua)(hua)(hua)轉(zhuan)型(xing)投入渠道,開通(tong)數(shu)(shu)字(zi)化(hua)(hua)(hua)轉(zhuan)型(xing)項(xiang)目融資(zi)服(fu)務綠色通(tong)道,試點中(zhong)小(xiao)(xiao)(xiao)企(qi)業(ye)數(shu)(shu)字(zi)化(hua)(hua)(hua)轉(zhuan)型(xing)相關金(jin)(jin)融產品(pin)創(chuang)新,體系(xi)化(hua)(hua)(hua)建設中(zhong)小(xiao)(xiao)(xiao)企(qi)業(ye)數(shu)(shu)字(zi)化(hua)(hua)(hua)融資(zi)系(xi)統。

(三)發揮市場力量,搭建聯動的公共賦能網絡

(四)重視創新人才,培育協同創新的發展生態

一方(fang)面,要重視(shi)創新型(xing)數(shu)字(zi)化(hua)人(ren)(ren)(ren)才(cai)培養(yang),通過(guo)針對(dui)性(xing)專題(ti)培訓(xun),啟發企(qi)業(ye)數(shu)字(zi)化(hua)轉(zhuan)型(xing)需求,通過(guo)深(shen)化(hua)校企(qi)合(he)作,建立健(jian)全跨界人(ren)(ren)(ren)才(cai)培養(yang)機制(zhi)和激勵政策,引導培養(yang)高級(ji)管理人(ren)(ren)(ren)才(cai)、技術復合(he)型(xing)人(ren)(ren)(ren)才(cai)、實用(yong)技能人(ren)(ren)(ren)才(cai)等數(shu)字(zi)化(hua)人(ren)(ren)(ren)才(cai)。另一方(fang)面,培育(yu)協同創新發展生態,通過(guo)政府(fu)宣傳引導、打造標(biao)桿示范、征集(ji)典(dian)型(xing)場(chang)景案例等手段,充分調動(dong)各級(ji)政府(fu)部(bu)門、龍(long)頭(tou)企(qi)業(ye)、互聯(lian)網(wang)巨頭(tou)、科研院所、行業(ye)協會等積極(ji)性(xing),不斷拓展數(shu)字(zi)化(hua)轉(zhuan)型(xing)伙伴,吸引聚集(ji)各類要素資源,擴大數(shu)字(zi)化(hua)轉(zhuan)型(xing)生態圈。
